議員とか公務員が市民の幸せになっていく姿を見るのが最大の幸せであると
思って働いている市である
市民の幸せを第一に考える、それを生きがいにする
それが公務員の姿である
制度をどんなに変えても変わらない、人間が変わらなくては本源的に
かわららないものである
市民の意識が変わらなければ市の行政は変わらないが
どういう人間性の人が公務員として働いているかがその市の幸福度を決定付ける
